Shepherd University seeks a Vice President for Finance and Administration (VPFA), to begin as soon as possible. The position is open due to the retirement of the current VPFA.
The Vice President for Finance and Administration has ultimate supervisory responsibility for the Finance, Budget, Procurement, Facilities, IT and Campus Services administrative units and serves as a critical member of the University’s Executive Leadership Team. The direct reports are the Associate VP for Finance/CFO, the Executive Director of Procurement Services, the Director of Facilities, and Associate VP for Campus Services and the Director, CIS/CISO of IT Services.
Five or more years of higher education administrative experience
Master’s degree in appropriate field preferred.
The Vice President for Finance and Administration has ultimate supervisory responsibility for the Finance, Budget, Procurement, Facilities, and Campus Services administrative units and serves as a critical member of the University’s Executive Leadership Team. The direct reports are the Assistant VP for Finance/CFO, the Executive Director of Procurement Services, the Director of Facilities, and the Assistant VP for Campus Services.
As the member of the ELT representing the Finance Office, the Vice President is responsible for providing financial and budget guidance and planning assistance to the senior administrators, the President, and the Board. The VP provides strategic and collaborative financial leadership in a diverse and growing learning community. The VP participates in the University’s planning process as a member of the Executive Staff; ensures compliance with the West Virginia Higher Education Policy Commission (HEPC) requirements, and State and Federal laws, rules, and policies.
The VP, coordinating and/or overseeing the work of the CFO, prepares and presents financial reports for the Board of Governors; responds to Board of Governors, HEPC, and Legislative requests for information; manages the preparation of the financial statements and oversees and assists with the preparation of the annual independent audit; provides guidance for the management and development of financial systems and internal controls; arranges for debt financing associated with facilities construction and renovations; prepares and oversees development of the University annual operating and capital budgets and associated state filings; leads the University’s Budget Advisory Council.; reviews and approves all institutional budget changes; assures financial integrity of the Institution; and provides institutional financial data to external agencies as required.
This position oversees, negotiates and signs contracts for procurement of goods, services, as well as has final review of monthly Pcard statements. Regarding the oversight of Campus Services, this VP provides guidance regarding auxiliary services such as the Wellness Center, campus housing, dining and bookstore activities, including budget management and special events. Further responsibilities include responsibility for management of building maintenance, custodial services and grounds maintenance and other Facilities demands. In addition, the position oversees the management and planning for Information Technology systems, including staff, faculty and student “Help Desk” service, as well as minor and major projects.
