Job Summary:
This is a position within the Budget Office with responsibilities for financial planning, budget and financial policy analysis, and fiscal administrative duties. This position provides guidance for various budget processes and develops policies and guidelines consistent with University priorities and strategies.
Job Responsibilities (Essential Duties)
- Work with a portfolio of assigned units (Vice Provost / Vice Chancellor). Review and evaluate annual budget planning documents and participate in annual Budget Meetings. Partner with assigned units to address business opportunities and / or concerns.
- Draft and track memoranda of understanding for the commitment of campus funds. Validate compliance with various terms and conditions; allocate funding, and follow-up to verify that allocated funds are spent as specified in agreements.
- Under the direction of the Associate Director, assist with the development and implementation of Office and University policies, procedures, and training materials including but not limited to budget management, enrollment management, tuition rate setting, and annual reporting requirements.
- Under the direction of the Associate Director, develop and analyze fiscal data to determine and inform the financial consequences of changes in policy, programs, or activities affecting University finances. Communicate complex System and University policy and guidelines to college and Vice Chancellor fiscal officers as well as senior leadership.
- Assist with or lead various internal continuous process improvement activities. Evaluate practices to identify opportunities for automation, and work with internal and external partners to develop and implement other operational efficiencies.
- Lead the day-to-day activities related to central oversight and financial management of the UIC Global partnership. Prepare invoices and accounting entries, and address general concerns for individual students that relate to student coding, billing, and invoicing. Collaborate with the UIC Global, University Bursar, Tutorium in Intensive English, Campus Housing, and other stakeholders as necessary.
- Evaluate pro forma funding requests for strategic initiatives and program proposals to formulate recommendations to senior management regarding the commitment of campus resources.
- Assist with the annual Illinois’ Fiscal Control and Internal Audit Act (FCIAA) process. Submit FCIAA surveys on behalf of Budget & Financial Analysis and other centrally managed accounts. Assist with the University-wide FCIAA survey, help analyze findings, follow up with units, and support the Associate Director in preparing the annual compliance summary for the System Office.
- Manage the UIC “CodeBook” (the official system of record for the Enterprise System / Banner organizational hierarchy). Work with University partners to facilitate unit name changes, creation of new units, migration of existing units, and the related dependencies (security concerns, payroll and labor distributions, purchase orders, etc.).
- Serve as backup and / or serve in a secondary role for functions such as USC, procurement, etc., to support segregation of duties and to ensure appropriate internal controls.
- Develop and implement ad-hoc analytic studies and reports in response to senior management inquiries (University and System Office requests / submissions) and as needed for accreditation, regulatory or other reporting requirements. Work on other ad-hoc special projects and carry out other duties and responsibilities as assigned.
Education, Experience, Job Knowledge & Skills
A minimum of a Bachelor’s degree required with coursework in business, accounting, finance, economics, social science, or other related fields. A Master’s Degree in a relevant field preferred.
A minimum of 3 years increasingly responsible experience in a financial setting.
Strong organizational skills, including the ability to work independently and as a member of a team, ability to attend to multiple projects simultaneously to meet deadlines.
Strong interpersonal skills, including the ability to make presentations to senior university leadership as well as work with college and divisional fiscal officers and departmental business managers.
Excellent verbal and written communication skills required.
Strong computer skills required. Specific competencies include advanced proficiency in Microsoft products, work experience with financial reporting tools, and the ability to organize thoughts and information in a clear and logical presentation.
Ability to maintain a high level of confidentiality when interacting with budget, human resources, student and financial information and data.
Experience in an educational institution, preferably a public university preferred.
Familiarity with the organization, structure, function, systems, policies and procedures of the University of Illinois preferred.
Working Conditions
General office environment. Regular travel not expected but may occur occasionally, mostly around previously scheduled events. Requires sitting for extended periods of time, standing, visual acuity and dexterity and range of motion necessary to operate a standard computer and mouse.
