The Division of University Operations Financial Business Officer reports to the Vice President for University Operations and Chief Financial Officer (VPUO/CFO) and provides oversight for the financial operations of the Division and administrative support for those housed within the office suite of the VPUO. The Financial Business Officer oversees all financial management operations, including budgeting, financial planning and forecasting, internal controls, reporting and analysis to ensure the Division’s financial stability and compliance with University policies and procedures. The position is a member of the VPUO Executive Leadership Team providing financial information, guidance and advice to the VPUO and Division Directors.
The position reviews, analyzes, and summarizes all levels of financial information for the Vice President for University Operations, Directors within the Division, staff and others as deemed necessary by the VPUO. The position ensures compliance with Division, University, State and Federal policies and procedures and regulations through establishing divisional policy and procedures for all financial operations. The position also prepares, reviews and summarizes annual budgets, special financial reports, cost analyses by unit or product, operational reports and ad hoc reporting for the Division, department or as support for presentations. The VPUO Financial Business Officer will also perform ad hoc financial analyses, at the University level, in support of the VPUO’s role as the Chief Financial Officer.
The successful candidate will be proactive in identifying and addressing problems, have strong analytical skills and must be able to effectively communicate with a variety of stakeholders across campus, including senior leadership. The successful candidate will also be able to identify compliance issues and propose solutions without significant supervisory direction.
Bachelor’s Degree in Business Administration, emphasis in Accounting or Finance. Must have completed intermediate accounting course work.
Three years of experience in a related field, which must include at least two years of progressive budget planning experience.
Three years of supervisory experience including responsibility of completing performance evaluations of permanent staff.
Experience and working knowledge with Microsoft Office Suite and the use of data mining tools.
Strong, comprehensive understanding of internal controls and the ability to analyze and implement effective systems of internal controls.
Understanding of Generally Accepted Accounting Principles (GAAP).
Evidence of professional communication skills with the ability to speak to all levels of the organization.
Strong organizational and complex problem-solving skills, follow-through and attention to detail.
Bachelor’s Degree in Business Administration, emphasis in Accounting.
Masters or MBA with a concentration in finance, accounting or other related advanced degree.
CPA or CMA Professional certification.
Experience in an institution of higher education or government.
Understanding of Fund Accounting and Governmental Accounting Standards (GASB).
Analytical abilities, including the use of statistical techniques, financial modeling and data management.
Advanced knowledge of Microsoft Excel and data mining tools.
Ability to work effectively in a multi-layered team environment, as well as autonomously.
Demonstrated knowledge and ability to foster and work within culturally diverse communities
