Western’s Budget and Financial Planning (BFP) is hiring for a Budget and Process Analyst that will conduct continuing strategic review of BFP’s budget development, maintenance, and reporting processes, including reviewing, documenting, and improving processes. The Analyst will focus on improving efficiency and transparency and strengthening internal controls throughout the various processes. In addition to performing this strategic process review, the Analyst will be responsible for key functions including institutional budgetary analysis and operating budget maintenance.
Support of Budget and Financial Planning’s key, ongoing functions, including institutional budgetary analysis, strategic planning, and operating budget maintenance (50%)
Conduct analysis or modeling for Western’s budget, including state, self-sustaining, and auxiliary areas, and.in support of strategic initiatives as defined by Executive Director.
Conduct analysis of proposed & adopted State budgets and identify potential impacts to WWU.
Assist with preparation and submission of fiscal notes and legislative information requests.
Assist with responses to internal budget requests.
Update, consolidate, and/or improve periodic budget presentations and publication materials.
Maintain institutional memberships and central service payments.
Serve as primary backup for certain Budget and Financial Planning functions, including budget transfers and position activations.
Ongoing Review and Improvement of Strategic Processes (50%)
Document existing processes and practices for budget development, execution, and maintenance of the University’s operating budget.
Conduct research of best practices among institutions of higher education for budget development, maintenance, and reporting processes, assessing feasibility of adoption.
Facilitate meetings with stakeholders to review current processes and practices, communicating and translating technical information across various stakeholder groups.
Coordinate between Budget and Financial Planning, systems administration, and IT staff as necessary to identify, evaluate and document data needs and sources for ongoing budget analysis and reporting needs.
Provide continual process improvement and efficiency consultation, conduct ongoing process reviews, and create more optimal integration of interdependent budget processes and timelines.
Develop data flow diagramming and/or process models to represent current processes.
Prepare written reports and presentations and make recommendations to Executive Director for process changes, including implementation plans.
Identify and evaluate opportunities to strengthen budget controls and make recommendations to Executive Director on implementation.
Update existing process manuals and internal Budget and Financial Planning publications to reflect improved processes.
Create training and/or process manuals for biennial State and internal University budget processes and systems.
Lead implementation of adopted process changes under executive direction, using established change management best practices and project management methodologies.
Bachelor’s Degree in business or public administration, finance, information technology, or a field relevant to position, or equivalent experience/education.
A minimum of five years of professional experience related to management or business process analysis, documentation, and improvement, or related field.
A minimum of three years of professional research and persuasive report writing, including data review/analysis and diagramming, or similar graphic representations. A Master’s degree may substitute for one year of professional experience.
Demonstrated experience writing technical or professional process manuals or publications.
Demonstrated experience performing financial modeling and analysis.
Ability to work independently and manage competing deadlines on multiple projects.
Ability to work with people of diverse backgrounds as a member of an inclusive team.
Ability to handle sensitive financial and business information in a confidential manner.
Master’s degree in business or public administration, information technology or a field relevant to position.
Relevant work experience in higher education field.
Experience in Microsoft Project, Visio, or other process diagramming software.
Demonstrated experience working with database, spreadsheet and/or data visualization software, especially Banner/Ellucian systems.
Demonstrated experience in project management and change management.
