The University of Tennessee at Chattanooga seeks an experienced, strategic, and collaborative leader to serve as its next Associate Vice Chancellor for Finance and Administration. Reporting to the Vice Chancellor for Finance and Administration and Chief Business Officer, the position will be a member of the Vice Chancellor’s leadership team. The position will provide strategic leadership and oversight to the Budget and Finance Office, Procurement and Contract Services Department, and Auxiliary Services Department (Bookstore, Dining Services, Parking Services, Mocs Card, Print and Mail Services, and Vending). The position leads three direct reports, 23 team members, and approximately 250 third-party partner team members.

 The Associate Vice Chancellor is responsible for oversight of internal business affairs of the University. The position is charged with coordinating and monitoring university-wide activity in the areas of financial management and reporting, auxiliary enterprises, and the procuring of goods and services. The position establishes effective, collaborative partnerships with senior leaders of the University and other constituents to support the development of short-term and long-term financial plans at all levels of the organization. The position serves on several University committees and will periodically represent the Vice Chancellor in various capacities.

 The Associate Vice Chancellor is charged with recruiting and leading a diverse team, ensuring their professional development, and creating a culture throughout the unit he or she leads that exhibits outstanding customer service, campus support, and promotes servant leadership.

Key areas of responsibility include the following:

• Develops a budgeting and financial planning organization focused on aligning allocation decisions with strategic goals and priorities.
• Develops and communicates the vision for an annual and forward year budget and financial planning process based on realistic revenue and expenditure assumptions.
• Creates a framework for collecting, analyzing and reporting short-term and long-term resource requirements and related decision support information.
• Identifies opportunities for revenue enhancement and targets for cost savings, resource reallocation, and financial organization/realignment.
• Evaluates potential changes to the financial and budget structure and makes detailed and complex phasing strategy recommendations.
• Advises the Vice Chancellor on a wide range of financial issues, including tuition, enrollments, faculty and staff compensation strategies, staffing and workload, utilities, perceived problems with resource management issues in University units, budget trends and the implications of those trends on University operations.
• Responsible for the campus-level financial planning of the University's long-range capital plan.
• Leads business relationships with third parties, including, food services, bookstore, print and mail services, and real estate management, to optimize the University's financial and programmatic benefits.
• Develops strategic procurement practices and procedures that will support the maximization of University resources, including practices for inventory and asset management.
• Collaborates with the Athletics Department to develop appropriate financial management strategies for a mid-major athletics program.
• Ensures continual monitoring and maintenance of operating, auxiliary, and capital reserve funds.
• Serves as a financial contact for the University of Tennessee System and maintains strong relationships with a variety of University of Tennessee System departments.
• Serves as a campus liaison to local governments and state governments, specifically, the City of Chattanooga, Hamilton County, and the Tennessee State Governments, as they relate to real property transfers, lease agreements, and Administrative Procedures Act (APA) changes.
