The Department of Electrical Engineering is seeking a Grants Manager to be responsible for managing the financial operation and administration of sponsored research projects (pre and post-awards activities) for our faculty, research staff and students. The Grants Manager (one of three in a highly collaborative environment) will report to the Department Manager.
Pre-award Grant Administration
Prepare budgets and submit through COEUS (PU grant management system) based on discussion with faculty and requirement per program announcement.
Assemble and review proposal documents.
Upload proposal documents in COEUS and appropriate sponsor systems or directly to funding agency/foundation by deadline.
Post-award Grant Administration
Prepare monthly summaries for faculty, providing information for their sponsored grants and discretionary funds.
Meet with PIs and provide projections with actual updates to determine overall funding as well as appropriate spending of individual grants. This includes updates on grant closings, projections per burn rates, cost extensions, support for students and post docs etc.
Approve invoices, purchase orders, travel vouchers, reimbursements and credit card activities. Analyze and ensure spending and justifications are in compliance with regulations and policies.
Reconcile grants and discretionary funds monthly.
Ensure students, research staff, and faculty summer salaries are charged to appropriate grants. Communicate allocation plans to Graduate Coordinator/Business Manager (as appropriate) and keep other necessary departments (e.g. PRISM) informed.
Assist faculty with effort certification and ensure timely submission.
Handle grant extensions and re-budgeting to sponsors as needed.
Coordinate joint projects and sub-awards.
Assist faculty as needed in collecting information and submitting reporting, as required by award.
Prepare and submit cost transfer documentation when needed.
Manage close out of awards.
Process journal entries to correct charges.
Handle and monitor rebill charges for one laboratory, including submission of annual new billing rate to the Budget Office for approval.
Supervise, support and develop two faculty assistants.
Approve time collection.
Communication and Collaboration
Collaborate, support and serve as backup to the other two grant managers.
Develop and maintain a good working relationship with the staff in PRISM as several grants are handled jointly.
Work closely with Office of Research and Project Administration (ORPA) and Sponsored Research Accounting (SRA) representatives for both EE and PRISM grants to ensure university and sponsored research regulations are followed.
Respond and coordinate internal and external audit requests.
Work with the Business Manager, Graduate and Undergraduate Coordinators and other colleagues in the department as team spirit is highly advocated.
Assist Department Manager in projects as needed.
Bachelor's degree in business or related field, OR equivalent experience
4+ years of relevant work experience with supervisory duties
Strong background in budget development, account reconciliations, financial analysis and reporting; solid understanding of accounting concepts and procedures
Proficient in Excel worksheets and graphs
Superb organizational skills and ability to work proactively on multiple projects simultaneously in a fast-paced environment
Exercise independent judgement to plan and prioritize diverse workload, take initiatives and self-motivated
Excellent interpersonal and communication skills
The final candidate will be required to successfully pass a background check
Experience in managing and administration of sponsored research and grant proposals and familiarity with Uniform Guidance regulations and federal compliances
Knowledge of NSF, ONR, DOE, DARPA, NIH, AFOSR guidelines
Prior work experience in higher education or related field
Experience with University Financial systems (PRIME, People Soft, Concur) is a plus
