California State University, Dominguez Hills, was established in 1960 and is one of the 23 campuses that comprise The California State University system. CSU Dominguez Hills is an urban, comprehensive public university that serves a culturally rich, diverse student body of over 12,500 students at the undergraduate and graduate levels. Located on a 346-acre site in the South Bay portion of the greater Los Angeles metropolitan area, CSU Dominguez Hills has a highly pluralistic student body, which includes a significant number of non-traditional, working adult students as well as approximately 2,000 students enrolled in distance learning programs statewide. The University, with its five Academic Colleges, has more than 300 full-time faculty members and is situated in an area characterized by an extraordinary heterogeneity of people, and an extensive array of high technology industries and professional services.
Conditions of Employment: The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.
Possession of a valid Driver's License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.
Satisfactory completion of a background check (including a criminal records check) is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.
Position Information: This is a full-time management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status. This position is a "designated position" in the California State University's Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices commission.
Department: Procurement and Contracts Procurement and Contracts is comprised of the following units within the Division of Administration and Finance: procurement, contracts, agreements, facilities leasing and scheduling, and records management. Procurement and Contracts serves and supports the overall mission and goals of the University by employing best practices for a variety of goods and services responsive to the needs of CSUDH faculty, staff, and students. Procurement and Contracts provides cost effective, best value purchasing services and high quality customer services in a courteous and professional manner. Through consistent application of state, CSU, and campus policies, the department ensures appropriate stewardship of public funds and are committed to the continued growth and development of CSUDH.
Major Job Duties: Under administrative direction from the Associate Vice President, Business and Finance, the Director of Procurement and Contracts provides leadership and strategic management in the areas of procurement, contracting (including construction contracts, bidding and RFPs), external insurance and bond management, leasing and scheduling of campus facilities for events, University procurement card program management, and records management. This position is responsible for leading staff and providing professional development to foster an environment of continuous process improvement for all purchasing and contracts functions. Furthermore, this position establishes University procurement policies and procedures and adheres to federal and state regulations and CSU policy. The Director collaborates with management across the institution to identify and find solutions to a broad range of administrative and managerial issues related to purchasing and contracts. The position shall have direct contact, and will respond to inquiries from senior campus officials, the Chancellor's Office, as well as other outside and regulatory agencies.
Qualifications: Required Education: A bachelor's degree in business, public administration or a related field.
Required Experience: The ideal candidate must possess eight (8) to ten (10) years of progressively responsible experience in procurement and contracts management, including at least three (3) years of supervisory experience over a major segment of a procurement or materials management business function. Experience in a public organization with a diverse employee population in a collective bargaining environment is required.
Required Knowledge, Skills and Abilities: - Knowledge of and ability to apply general accepted procurement, contracting and management principles and procedures, state law, and record keeping techniques and methods; - General knowledge of personnel management techniques, and demonstrated supervisory skills and abilities; - Exceptional interpersonal skills, with the ability to interact efficiently with academic leaders, faculty, staff, students and vendors; - Must have strong communication skills, both written and verbal; - Superior interpersonal communications skills in management and conflict resolution techniques, with a consultative approach to problem solving, and promoting collegiality; - Proven management experience and administrative skills to motivate, organize, direct, and evaluate staff; - Experience managing multiple, complex projects simultaneously, including many that are vastly different in scope and scale. - Ability to provide visionary leadership and motivation to department staff; - Ability to assess data, clearly formulate innovative idea's and recommendations, communicate decisions concisely and clearly, both verbally and in writing; - Ability to establish and maintain collegiality and cooperating working relationships with administrators and staff; - Ability to prioritize projects, tasks, and functions and to determine the relative importance of selected duties, established deadlines, office functions, and implement integrated information technology systems that support department functions.
Certified Purchasing Manager (CPM); or, Certified Public Purchasing Officer (CPPO) Certification: Valid CA drivers license
Salary Range: Salary is commensurate with experience.
