Job Description: Reporting to the Vice President for Finance and Administration, this position is responsible for leading the development, monitoring, formulation, planning, and coordination of the University at Albany's strategic and comprehensive resource and budget plan, supporting the University's mission, plans and goals. This position is a strategic partner to the various offices and departments of the University, adept at developing a vision to promote organization excellence through the resource and budget planning process and providing continual assessment of effective and efficient resource allocation. In addition, this position provides consultative leadership for development of University-wide integrated policies, processes, and initiatives to accomplish these goals. This position is responsible for:
Coordinating the University-wide budget planning and allocation process ($550 million) inclusive of determining timelines, gathering and validating preliminary budget data, establishing budgeting guidelines, training and advising campus personnel, and reviewing and approving final budget data
Assessing the efficiency and effectiveness of current and proposed spending, working closely with other University assessment entities
Leading the development of financial policies, procedures and processes
Coordinating a system of fiscal controls, monitoring and reporting actual and projected spending against budgetary allocations to help identify potential areas of concern and ensure financial stability; working with campus units to develop strategies that ensure best practices in the use of University resources
Serving as a primary resource for administrative and financial staff across the University on matters of budget guidance and policy interpretation, training, and mentoring related to budget and resource analysis
Consulting and communicating with various campus units regarding proposed budget and financial management policy changes to assess the impact on their organizations
Working closely with University senior leadership to ensure the development of multi-year strategic and operating plans as part of systematic resource management processes
Promoting financial literacy across the University by routinely presenting budget information in simple, consistent, and transparent manner
Advancing senior leadership decision making by conducting thorough analyses of spending and resource trends as well as informed forecasting and projections, including understanding and consideration of internal and external financial variables
Advancing operational excellence by implementing best practices and contemporary electronic tools to manage work and duties herein
Maintaining comprehensive comparative metrics to measure the financial health of the institution, in aggregate, and analyze comparative spending and resource levels at a program and departmental level relative to peer institutions, making recommendations, as appropriate, for greater University spending efficiency and effectiveness
Working closely with peers within the Division of Finance and Administration to advance the operational goals of the Division
Closely coordinating with System Administration at the State University of New York and various NYS control agencies to ensure compliance with rules and processes and promote the interests of the University
Leading, motivating, and managing a team of professional budget analysts in the Office of Financial Management and Budget responsible for implementing and advancing the responsibilities above
Bachelor's degree from a college or university accredited by a U.S. Department of Education or internationally recognized organization
A minimum of 10 years of progressively responsible analytical budget and financial experience in a complex, decentralized environment
Experience with computerized financial systems
A record of success in managing change, and knowledge and implementation experience with budget planning and processes
The candidate should have a high degree of integrity, accuracy, confidentiality, and impartiality.
Excellent written and verbal communication and relationship skills, being able to work effectively with faculty, staff, and students from a variety of diverse backgrounds

Master's degree in Business, Finance, and Administration or related field from a college or university accredited by a U.S. Department of Education or internationally recognized organization
Management experience in public higher education
Knowledge of New York State and SUNY budget and finance policies
Supervision experience as well as strong experience with business intelligence systems
