The Administrative Affairs department at the University of Wisconsin Whitewater seeks a Director of Financial Services.
The Director of Financial Services (Controller) reports to the Vice Chancellor of Administrative Affairs and is responsible for the overall management of financial operations for the University of Wisconsin-Whitewater. These responsibilities include but are not limited to oversight of Accounting Services, Grant and Auxiliary Accounting, and Student Accounts and Cashiering. This Limited position serves as a member of the Administrative Affairs management team and collaborates with the Chancellor and members of the Chancellor’s Office in all areas of functional responsibility. By serving as the University Controller and as a member of the Administrative Affairs Staff Council, the Director of Financial Services must represent the University in all matters related to areas of functional responsibility.
Bachelor’s degree from an accredited institution in accounting, finance, business or a related field.
Eight or more years of professional accounting and financial experience with increasing responsibility.
Master’s Degree from an accredited institution in Accounting, Finance, Business or a related field.
Ten or more years of executive level accounting and financial experience.
Demonstrated experience with Shared Financial Systems such as PeopleSoft.
Proven familiarity with campus business operations in higher education.
Certified Public Accountant licensure.

Develop and administer fiscal plans, policies and procedures in compliance with Wisconsin Statutes, policies of Board of Regents of the University of Wisconsin and Generally Accepted Accounting Principles.
Assume overall responsibility to ensure that revenue collected and expenditures made conform to Generally Accepted Accounting Principles, and state and federal regulations.
Assume overall responsibility for financial reporting to meet campus needs as well as state, federal and UW-System requirements.
Prepare and present reports and analyses as necessary to the University and UW-System advisory and governing bodies.
Review grants and contracts for fiscal impact and contractual obligations. Provide advice and counsel concerning grants and contracts to the Vice Chancellor for Administrative Affairs.
Ensure that all required federal and state returns and filings are timely and accurate.
Keep abreast of changes in GAAP, FASB and IRS rules and regulations as they apply to the University and implement changes as necessary.
Provide consultative assistance to administrative units of the university in the interpretation of fiscal and budgetary information.
Serve as primary contact with external auditor, coordinate preparation of all schedules and provide information requested by the auditor.
Accountable for preparation of departmental goals, staff evaluations, identifying issues and opportunities, and problem resolution.
Maintains fiscal records in accordance with federal, state and UW-System requirements.
Ensures the integrity of all financial systems and databases and protects University financial assets through adequate financial controls.
Maintains relationships with various banking institutions for the maintenance of accounts.
Ensures the adequacy of institutional cash handling, cash management activities and reconciliation of campus bank accounts.
Manages the PeopleSoft Shared Financial System, including the chart of accounts, correct and accurate accounting classifications, and system enhancements and upgrades.
Manages monthly and year-end institutional closing operations and production of institutional financial statements.
Provides leadership to the campus managers on financial analysis of operations and feasibility studies including construction funding models, enrollment revenue sharing models, project feasibilities, budget allocation models, and general managerial accounting analysis.
Administers Campus travel policies including administrative responsibility for the Corporate Card and Procurement card programs.
Oversees daily cash management.
Provides leadership to campus managers on financial operations and systems.
Ensures adequate training and support to Business Services and institutional staff on policies, procedures and access to financial information.
Exercises creative and collaborative leadership in response to institutional financial and business information needs.
Develops special reports and analyses to support institutional and system-wide financial decision-making, measuring actual performance against operating plans and standards, and interpreting the results of operations for all levels of management.
Ensures the timely preparation of tax and other reports as required for institutional compliance.
Advises administrators on financial accountability and reporting issues.
In collaboration with campus budget staff, administers campus policies relating to annual budget control.
Performs fiscal year-end reconciliation of all accounts in cooperation with UW-System.
Performs other duties as assigned by the Vice Chancellor of Administrative Affairs.
