Under the direction of the President, with a dual reporting relationship to the ENMU System Director of Human Resources, the Director plans and administers policies relating to all phases of human resources activity within the university. The employee directs, controls, and evaluates Human Resources management, Affirmative Action, EEOC (Equal Employment Opportunity Commission), and administers University Policies and Procedures. Manages employees in the department and is responsible for the overall direction, coordination, and evaluation of this unit. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Oversees Human Resource activities, including but not limited to recruitment, selection, classification, employee relations, compensation, benefit administration, job analysis, training and development, and performance management;
Interprets and implements labor laws, Affirmative Action and institutional policies;
Investigates and develops an institutional position relative to formal and informal complaints;
Acts as the custodian of records for the university;
Keeps system director apprised of issues and collaborates effectively with system director on system initiatives
Acts as a resource for management and employees in employee relations
Plans and implements a quality approach to administration of the office;
Serves as Team Leader Data Custodian for the Roswell Banner HR Module coordinating information exchange/upgrades conducted by ENMU-Portales;
Oversees and/or performs implementation and maintenance of the Banner HR System functionality; including the approval and assignment of security levels in the Banner HR Module;
Oversees and/or performs implementation and maintenance of other systems functionality including Banner (INB and Banner 9), Self-Service Banner (SSB), WorkFlow and etc.
Supports the Institutional Research Office staff with the validation of data required for the submission of all institutional reporting requests, including IPEDS, HED;
Provides information to other reporting agencies
Serves on the President's Core Staff as an administrator for the university;
Researches and prepares data, statistics and pertinent recommendations and reports;
Plans and implements administration of the department.
Updates policy and procedure manual and all staff handbooks as needed or required;
May serve as institutions Title IX Coordinator.
Performs other duties as deemed necessary or assigned.
Required Qualifications Bachelors degree in Human Resources, Business Administration, or closely related field and 3 years of experience in HR Management. Must possess a valid driver's license. The employee must possess the ability to work with a culturally diverse group of staff and faculty and the ability to work collaboratively with other administrators, faculty, and staff to advance the goals of the mission of the university. Excellent oral and written communication and interpersonal skills are required. Preferred Qualifications Masters degree in Human Resources, Business Administration, or closely related field and five or more years' experience working in HR Management. Experience working at a state agency or working in a human resources department for an institution of higher education in the community college environment and/or hands on experience working in an educational surrounding in the human resources arena; Banner software experience in an institution of higher education Knowledge, Skills and Abilities: The employee must possess knowledge of, and agreement with, the comprehensive community college mission and philosophy and knowledge of all state, federal and regulatory policies and procedures. The employee must have the ability to plan and implement actions necessary for administrative decisions or recommendations.
