Suffolk University invites qualified candidates to apply for Director of Strategic Procurement. Reporting to the Senior Vice President for Finance and Administration/Treasurer (SVPFA), the Director for Strategic Procurement (AVPSP) designs, implements and manages a university-wide, data driven sourcing and procurement operation including institutional management of outsourced services such as dining services, bookstore, and print and copy services .

Develops and implements a procurement policy, along with processes and systems that incorporate best practices, meet regulatory requirements, and ensure the University receives the best value, efficiency, and effectiveness in meeting its sourcing needs. Using robust sourcing strategies, works closely and collaboratively across the University to leverage the marketplace and supplier community ensuring high value for all expenditures. Develops short and long-term plans to reduce current and future costs for existing goods and services including vendor services, energy, technology, insurance and construction. Collaborate with managers to implement designated reductions.
In conjunction with departments, develops requests for proposals and evaluates proposals. Works with managers to ensure vendor selection meets their needs and is cost effective.
Serves as principal negotiator for all contracts over an agreed-upon dollar value and/or volume. Prepares contracts for final review of the Office of General Counsel.
Actively promotes and participates in all aspects of the Boston Consortium, Massachusetts Higher Education Consortium, the Education & Institutional Cooperative Services and the National Association Education Procurement (NAEP), including on-going identification and development of contracting opportunities.
Manages the University's relationships with outsourced service providers for dining services, bookstore operations, and print and copy services as well as outsourced arrangements determined in the future. Establish terms for outsourced services contracts and monitor performance against agreed-upon service levels. Take the lead in overseeing the implementation and maintenance of corrective action plans when required.
Oversees the operations of the Purchasing and Mail Services Departments. Develops performance plans, monitors progress and completes annual written appraisal of department managers; provides and promotes appropriate professional development and learning experiences, supports and provides direction. Monitors and analyzes department work to develop more efficient procedures and use of resources while maintaining a high level of customer service and accuracy.
Works with the campus community to promote sustainability efforts through expansion of existing sustainable ("green") purchasing practices and the establishment of further opportunities in this area.
Bachelor's degree in Business Administration or a related field; MBA preferred.
Working knowledge of best-practice procurement and cost containment strategies.
At least 10 years of progressive work experience managing procurement functions; experience in higher education or not-for profit organizations is beneficial.
Minimum of 10 years of successful managerial experience.
Demonstrated expertise in independently drafting and analyzing RFPs, RFQs, RFIs, contracts, business documents and/or other agreements while assuring compliance with applicable laws, guidelines and prime contract terms. Substantive negotiation experience required.
Demonstrated qualitative and quantitative analytical skills and strong financial acumen.
Ability to build and maintain strong collaborative working relationships with internal and external parties.
Proficient in the use of MS Word, Excel, Power Point, and function-specific software.
Proven ability to hire, train and motivate staff to achieve excellence in outcomes and customer service.
