Stanford University is recruiting a Campus Facilities Director on their Land, Buildings & Real Estate (LBRE) team.
Land, Buildings & Real Estate (LBRE) is the operational core of Stanford University’s physical plant on its endowed lands (academic and investment properties) along with the more recent (purchase, entitlement, investment management and soon-to-be-redeveloped) Stanford Redwood City (SRWC) campus. LBRE is responsible for the management of construction, buildings and grounds maintenance, space allocations, land use and environment planning, energy, sustainability, transportation and parking, heritage services and commercial real estate investments. All of these areas support Stanford’s mission and make advancements across the academic spectrum possible. In fiscal year 2018/19, Stanford will open Phase 1 of the SRWC campus where 2,700 non-academic staff will be located. SRWC will provide an amenity-rich, modern workplace for staff, and enable the university to focus its academic mission on its original campus. Phase 1 includes a total of 636,213 square feet (sf), including 555,753 sf of office buildings, 69,776 sf of amenity buildings, 10,684 sf of utilities and IT infrastructure space, and parking for 1,658 vehicles. Full build-out of the 35-acre parcel is capped at 1,518,000 sf as detailed in the Stanford Redwood City Precise Plan.
The Campus Facilities Director is responsible for the leadership and implementation of strategic and tactical management of SRWC, including but not limited to management of the following areas: oversight of facilities and property management personnel; budget, accounting and reporting; fitness center: food services; conference rooms; operations & maintenance; energy and sustainability; waste; technology infrastructure; transportation and parking; events and community programs; security; emergency plans. The Director is responsible for building and maintaining a high-performing campus program conducive to an enjoyable and productive workplace.
The Campus Facilities Director is a key member of LBRE’s leadership team, reporting to the Managing Director, Stanford Redwood City.
- Oversee the management of areas of responsibility for the Redwood City campus. Direct personnel as appropriate and provide leadership to achieve goals and vision of the organization.
- Responsible for hiring and retaining property management staff, career coaching, personal development for direct reports and accountable for the performance of employees.
- Provide strategic direction for multiple areas of Redwood City campus operations; create strategic plans and budgets of considerable complexity and scope; set long-range direction and make high-level decisions; propose and manage the implementation of complex and significant programmatic change; establish policies as needed.
- Set the direction of SRWC operations and direct the policy development and implementation of administrative operations and workforce planning.
- Evaluate the performance of the SRWC campus and develop plans accordingly.
- Responsible for the financial viability and success of SRWC.
- Organize campus and community events.
- Responsible for committing University resources with limited review by senior management.
- Advise executive management on programmatic and policy development.
- Negotiate and influence university leaders on issues that have university-wide impact.
- Champion major SRWC initiatives and lead complex high-visibility process redesign and innovation projects; develop and implement initiatives.
- Establish and manage the operations, personnel, budgets, policies and procedures of SRWC.
- Manage day-to-day operations and programs including but not limited to operations and maintenance, oversight of fitness center operator, parking structures, conference rooms, oversight of food services operator, waste management, campus and community events, security, mail and emergency operations. Coordinate transportation and parking programs, and energy management and sustainability programs with LBRE specialists.
- Establish appropriate software application(s) (e.g., a work order program) for operational use.
- Develop current and long-term strategic plan for the new campus, including oversight of either a third-party property management firm or internal Stanford “District” team (to be determined).
- Develop annual budgets (for both operations (including common area maintenance) and capital) and lead review of monthly and annual financial performance reports. These will include the projection of all annual operating expenses and debt service for all campus facilities and programs. Debt service will be coordinated with LBRE’s finance department.
- Coordinate with LBRE’s finance department to set up appropriate accounting, funding and monthly transfers of funds through journal entry transactions.
- Lead the establishment of campus governance as it relates to community programs.
- Procure and pay for services in accordance with Stanford’s policies and procedures.
- Participate in the request for proposal (RFP), selection and hiring process of the third-party property management firm (if applicable), cafeteria operator and fitness center operator (if applicable).
- Prepare campus rules, regulations, and other relevant policies and enforcement plan, defaulting to Stanford’s Administrative Guide where feasible.
- Coordinate with Stanford’s Executive Director of Parking & Transportation services for the hiring and on-going management of a campus transportation coordinator. Also coordinate parking structure management and related rules, regulations and penalties.
- Coordinate with Stanford’s Executive Director for Sustainability and Energy Management on utility operations, energy demand and supply and sustainability practices.
- Coordinate with the University IT on the operations and maintenance of the Electronics Communications Hub (ECH).
- Finalize the current draft and maintain the relevancy of the Operational Handbook for Working at Stanford Redwood City.
- Monitor campus headcount.
- Establish and manage site security including 24-hour patrol and any supplemental security hired by occupants at the site.
- Establish the mail and delivery system.
- Establish campus emergency plan and perform practice exercises as appropriate.
- Assist in coordinating reception staff as needed.
- Apply for an annual property tax exemption (based on Stanford’s non-profit status) through coordination with LBRE’s Assistant Director of Property Services.
- Coordinate with Stanford’s Risk Management department regarding liability, property and casual insurance coverage.
- Administer occupancy agreements with Formula School(s), university tenants and third-party tenants as appropriate.
- Serve as the primary dispute resolution source for the campus and decide when disputes need escalation to the Managing Director, Stanford Redwood City.
- Ensure compliance with jurisdictional agencies regarding the Development Agreement and all applicable laws.
- Provide support for government and community relations function and interact with city staff, the community, and neighborhood officials as needed.
- Oversee and provide occupant support for space moves, furniture and interior tenant improvements.
- Participate in the planning of future development phases as needed.
