Touro University California, a rapidly growing university offering graduate programs in health sciences and education, has an excellent opportunity for a Director of Accounting for Touro University California on our Mare Island campus. The university is part of the Touro College and University System and is located on the northern tip of San Francisco Bay in Vallejo, California. Touro University California is an independent, non-profit Jewish-sponsored institution. It has 1,403 students in three graduate professional colleges (Osteopathic Medicine, Pharmacy, Education and Health Sciences).
The Director of Accounting is the head of the accounting area. This position will be responsible for developing and maintaining accounting principles, practices, procedures, and internal controls to ensure accurate and timely budget and financial reports. The Director of Accounting is responsible for managing the accounting team to ensure that work is properly allocated and completed in a timely and accurate manner. This position addresses tight deadlines and a multitude of accounting activities including general ledger preparation, financial reporting, year-end audit preparation, and the support of budget and forecast activities.
- Direct the organization's accounting functions and maintain the books of the organization. These functions include establishing and maintaining the organization's accounting principles, practices, procedures, and initiatives.
- Establish and maintain written policies and procedures as they pertain to maintenance of the organization's internal controls and accounting policies.
- Ensure an accurate and timely monthly and year-end close.
- Supervise a regular staff of three, including temporary staff as needed.
- Advise staff regarding the handling of non-routine reporting transactions.
- Inform Vice President for Finance and Administration of relevant issues regarding financial controls, accounting, and reporting.
- Monitor internal financial and accounting controls over procurement, receipts, disbursements, and other processes.
- Advise the Vice President for Finance and Administration, other officers, and staff on accounting policies and rules and prepare reports, analyses, and presentations as required.
- Monitor and analyze department work to develop more efficient procedures and use of resources while maintaining a high level of accuracy.
- Respond to inquiries from the Vice President for Finance and Administration, grants management staff, and other program managers regarding financial results, special reporting requests and the like.
- Supervise the Accounts Payable and Accounts Receivable functions.
- Oversee preparation of financial reporting to donors and other statutory financial reports.
- Assist in development and implementation of new procedures and features to enhance the workflow of the department.
- Provide training to new and existing staff as needed.
- Negotiate Indirect Cost Rate with the Federal Government via annual preparation of the Indirect Cost Rate proposal.
- Collaborate with the other fiscal department managers to support overall department goals and objectives.
- Manage the financial records of all grants and contracts awarded.
- Ensure compliance with tax laws related to wages and not-for-profit organization status.
- Supervise indirect cost recovery calculations for U.S. government and private donors.
- Design cash-flow matrix report and participate in cash-flow decisions.
- Review and approve recommendations for financial planning and control, providing relevant fiscal information to the Vice President for Finance and Administration.
- Orchestrate all the major components required to implement, operationalize and monitor the campus-wide annual budget process.
- Conform to budgeting policies and provide institutional knowledge and context with respect to budget requests and trends.
- Lead the annual administrative-area budget proposal process, which includes requesting, compiling and assisting with the evaluation of detailed budget proposals in light of the financial and operating performance of administrative units, and administering budget grants. Lead the quarterly reporting and forecasting process for the administrative areas and the annual closing process for those units.
- Prepare the monthly Operating Statement for all actual, budget and forecast presentations and be responsible for informed and clear explanation of all categories.

- Prepare detailed financial analyses for the consideration of senior management and the Executive Committee.

- Bachelor's degree in Business Administration, Accounting or a related field
- Must have successfully passed all sections of the Uniform CPA Examination
- Broad supervisory skills encompassing a minimum of five years of supervisory experience; demonstrated managerial, leadership and interpersonal skills.
- Minimum 3 years of relevant work experience in nonprofit administration.
- Minimum 2 years payroll experience.
- Experience managing $50+ million operational budget.
- Senior-level financial experience, some or all with a mid-size to large nonprofit organization or in a public accounting firm working with nonprofit clients.
- Thorough knowledge of not-for-profit accounting.
- Experience with the design and implementation of accounting systems.
- Strong experience with Microsoft Excel and other reporting systems.
- Ability to multi-task, work under pressure and meet deadlines required.
- Excellent oral, written, and presentation skills. Ability to communicate with all staff with sensitivity, tact, and professionalism. Discretion and ability to handle confidential matters.
