Position Summary: Corporate Accounting is responsible for UC financial accounting policy and the consolidated financial reporting under generally accepted accounting principles for campuses, medical centers, University of California Retirement System and foundations. This unit maintains the Corporate Financial Reporting (CFR) system and coordinates the systemwide annual fiscal close and external audit. In addition, Corporate Accounting is responsible for UC debt accounting, reporting and administration and provides technical accounting guidance on unusual/nonrecurring transactions. Corporate Accounting is responsible for monitoring and administration of over $50 billion in capital assets and $20 billion in debt that supports the mission of the University. The Capital Assets and Debt Supervisor in Corporate Accounting is a key member of the team as a recognized subject matter expert who functions in the following areas:
- Develops accounting and reporting policy and procedures in response to Governmental Accounting Standards Board (GASB) and other external and internal requirements. - Establishes accounting procedures for capital assets and debt for the entire University of California system. - Oversee the debt and capital assets reporting for the entire University, including the annual financial report, and State of California reporting requirements. This includes coordinating the process to calculate the University's depreciation expense on the following assets held by the University of California: buildings and leasehold improvements, infrastructure, general improvements, intangible assets, equipment, library materials and software. - Provide specialized accounting assistance and coordination to campuses on capital assets and debt related accounting issues. - Supervise the accounting and reporting for commercial paper and bond-financed construction projects. - Oversee debt service payments and trustee statement reconciliations for the University's debt portfolio. - Analyzes the bond and derivative terms and provide accounting instructions necessary to record the transactions to campuses and medical centers. - Lead projects with systemwide impact that include formulating strategies and administering policies, processes and resources. - Participates in the development, implementation, testing and maintenance of the debt management information system, consolidated corporate financial reporting system, and systemwide asset depreciation system

Ensures the accurate compilation, analysis and reporting of accounting data. Provides technical accounting guidance on unusual/nonrecurring transactions.
Directs and monitors staff to complete assignments using established guidelines, procedures and standards related to the University's capital assets and debt portfolio. This includes overseeing debt service payments to trustees and trustee statement reconciliations for the University's debt portfolio. The incumbent is responsible with accounting and reporting of a complex system for the debt service payments process and recharge to campuses, Office of the President construction loan and construction expenditures, and commercial paper and bond-financed construction projects. Oversee the debt and capital assets reporting for the entire University, including the annual financial report, and State of California reporting requirements. The incumbent also coordinates the process to calculate the University's depreciation expense on the following assets held by the University of California: buildings and leasehold improvements, infrastructure, general improvements, intangible assets, equipment, library materials and software.
Function:Development of Accounting Policies and Procedures
Duty 20: Establishes accounting procedures for capital assets and debt for the entire University of California system. Acts as an advisor to campuses, medical centers, Capital Assets Strategies and Finance, Budget and others and become actively involved, as required, to meet schedules and resolve problems. This includes interpreting, implementing and establishing procedures necessary for the release of funds process for plant construction and physical assets, bond issuance and retirements to ensure compliance with University and external requirements. Provides specialized accounting assistance and coordination to campuses and Capital Assets Strategies and Finance on capital assets and debt related accounting issues. Analyzes the bond and derivative terms and provide comprehensive accounting instructions and other information necessary to record and track the transactions on a project level to campuses and medical centers.
Function:Accounting Procedures and Practices
Duty 30: Participates in the development, implementation, testing and maintenance of the debt management information system, consolidated corporate financial reporting system, and systemwide asset depreciation system.
Participates in annual financial statement audits, bond fund audits and special projects.
Bachelor's degree or higher in accounting, finance or related area and six or more years of progressively responsible experience in accounting and financial analysis.
Expert level accounting knowledge of accounting theory, methods and techniques including generally accepted accounting principles and Governmental Accounting Standards Board requirements. , financial transactions and financial systems, as well as related policy, accounting and regulatory compliance requirements.
Must be proficient in use of Microsoft Office and common desktop/web applications.
Strong inter-personal skills, service orientation, ability to multi-task effectively in a varied, high volume environment, judgment and decision-making, reasoning, ability to develop original ideas to solve problems, and effective verbal and written communication skills.
Demonstrated ability to research and assess data, identify problems, generate alternatives and recommend the appropriate course of action.
Must be able to communicate complex information to management and others in a clear and concise manner both written and verbal. Excellent written communication skills as demonstrated by the ability to draft accounting memos, business correspondence, policies, procedures and report. Demonstrate ability to effectively tactfully deal with diverse people, situations and ideas.
Management / supervisory experience that demonstrates the ability to manage and motivate staff in an environment with concurrent tasks, changing priorities and resources.
Working knowledge of fund or University accounting or the demonstrated ability to acquire and apply knowledge of institutional accounting practices within a short period of time.
Demonstrated ability to utilize work and project plans to coordinate and meet organizational deadlines, schedules and reporting.
Professional certification (Certified Public Accountant) preferred
